Dr Ashraf Ghani, chairman of the Institute for State Effectiveness and former Afghanistan presidential candidate, addresses the topic of military involvement in aid delivery ahead of the IRC-UK Annual Lecture 2010.

He discusses the 'network' approach to responding to emergencies and the success of models such as the National Solidarity Programme in Afghanistan for which the IRC is a key implementing partner.
